There's no hull that matches St Louis 1902 era protected light cruisers in the game (from what I could find from 1901-1908), but trying to get the general profile similar and armament....maybe.
Gave it a whirl, for what it's worth!

Year: 1903 / US
Type: CA (the light cruisers of this era/nation combo don't have casemates for mid-size guns, so go heavy cruiser)
Hull: armored cruiser III
Changes: min beam, min draught, use 5.9" casemates (the actual ship had 6"..near as makes no diff)
Similar speed, displacement and armament to the real thing. Making exact duplicates of historical ships in-game is not usually possible but getting close can be done--if you're not too picky. When you look at it, just squint your eyes and kindof tilt your head....sure, that's the one!

I the end, I couldn't make the layout actually work with historical armoring and machinery within the 10,000 ton displacement limit. That and the modern forward and aft bridges for the light cruiser do not easily allow for ABC, XY turret placement with tripple 6" guns. The modern Heavy Cruiser does allow the space and superstructure to mount ABC, XY main battery if C turret is attached to the integrated barbette. It also has mounting points for the wing secondaries.
