No torpedo boats in WW1?

One of the first things i tried to do when i got the game was recreate the attack of the SMS Szent István. in 1918 2 Italian MAS torpedo boats attacked an Austro-Hungarian battle group comprising 2 battleships, 1 destroyer, and 6 torpedo boats. The Italian boats managed to sink the battleship Szent István and get away. I was very disappointed to find neither country has a torpedo boat hull in the game that year despite both having them since the turn of the century.
I imagine the 2 torpedo boats wouldn't do as well as in real life with the games mechanics but the lack of choice still bothered me enough to write this.

Yes, actual missing are:
-TBs under 200t, there wehere some smaller TBs still active even in WWI
-later year TBs like the german Flottentorpedoboote 23-39, italian Spica class etc.
-MTBs and MGBs, S- or E-Boats, PT-Boats

If the later make sense i dont know. In large fleet battles the would make as much sense as the actual TBs maybe, killing crippled targets, but in ambushes they could be fun...
