Are you losing wars, or are you losing battles?
War reparations involves giving up smaller ports
In the war itself you can't lose ports, but they can do a naval strike if you lose a port battle and lower the tonnage available in that port, potentially increasing your upkeep costs
Austria only has home ports, you can't take them when you win
However if you're playing as italy, they could take Corsica from you if they win
As for money, watch your various budgets, lower tech first, then transports then training, and don't always be building ships
If your ships are constantly being repaired, that too can cause you to lose a lot of money
And always go for GDP increase not naval budget in the events.
