River combat is an entirely different beast than what UAD mechanics do. You can fight delta region combats as ships can pull into some of the larger deltas, but going up river in large ships is not suggested even today as you have no maneuverability. The fjords in Norway tended to rack up quite a fair amount of dead ships in combat because of the limited maneuverability.
The US Civil War river monitors were in a very limited zone of history and were really small, under-powered, over armored, and not all that sea worthy. They were, along with counterparts around the globe (river and ocean going) at that time, stepping stones into the future, but not the future itself. I think some US Civil War games do the river style of combat.
