The obvious problem is the integrated GPU you are using. If the laptop you are using does not have a dedicated GPU, then the odds are you need an entirely different computer. Now, most laptops have both an integrated GPU (for power saving) and a dedicated GPU (for performance), so it'd be a good idea to check device manager to both check if there is a dedicated GPU and if it meets the minimum requirements.
If you must prioritize, RAM, and GPU.
16GB ram, and at least GTX1060 or equivalent for running at 1080p.
Still not at max setting, but playable.
At least get the latest i3 will help, if you have battles involving a lot of ships.
I'm using i3-8100 16gb ram and gtx1050
Only got around 24fps at great battles. That's at 1080p.
I don't trust the minimum requirement 100% tbh.
Already done that and disappointed back then with Xcom2.
lll probably wait and get a new laptop/pc
