Which free dlc?
If you think of this one: "Ultimate Admiral: Age of Sail - Barbary War", i think its not free as it has a price tag.
Before when the Barbary Wars was part of the campaign, it was only like 4 missions or so and not really fleshed out. Now it's like 8 or 10 can't remember but they definitely added enough new content to make it a DLC imo.
The main reason why people wanted it separate from the regular campaign was that your character, fleet, and money from the Revolutionary War didn't carry over to the Barbary War (which makes sense since it's like 15 years later) so it felt like you were starting over an new campaign anyway.
To make up for transferring the Barbary War missions to a DLC, they also added a new European chapter to the regular American campaign.
It was a gift to early access buyers, nothing wrong with that
No reason non early access buyers should have it for free
We took the cut part, reworked it and added 4x new content. We released it as a dlc but offered it for free during the EA (more than a year), to giveback some of the support we've received during the EA to our great fans.
Currently the game is offered with a 10% release discount plus another 10% royalty discount for all the players who have at least one game of the Ultimate General series at their possession.
If you had been keeping tabs on the Game's imminent release and bought it a couple of days ago, you would have received the DLC free with an early access order. They even stated such on their store page. It's not like it was a total surprise. Early bird gets the worm so to speak.
edit> I'd wager if you have the patience and wait a few months, you'll be able to catch the DLC on a good sale.
Don't pay half the price of the entire game for a dlc which should be in the main game.
