Stealing from Vendors... suspicion?

So, I've noticed with a successful theft (even a box cars success), it raises suspicion from the vendor.

1. Does this decay? If I very helpfully stop stealing from the guy for a bit, will he trust me again?
2. What's the threshold for him no longer trading with me?
3. Is the random wandering arms/armor/potion vendor the same guy? That is, is he an instanced NPC I can just rob blind without penalty, or will I screw myself because its the same guy?

2.... so it sounds like the more I succeed, the harder the check is going to get, until it reaches a point where I can long longer get away with it, even save-scumming. Makes sense.

Are there any other penalties if I never get caught? Does he jack up prices if he's getting very suspicious?
Suspicion does increase sale prices and reduce buying prices, yes.

I think there is a cap on this of about 40%, either that or it just happens the first 1-3 times.

I just now noticed it, but already have stolen 3 times. On the 4th time though, it didn't seem to affect prices anymore.

You can't buy from them for a bit. Tried stealing from the wizard in the ash tower. Yeah not gonna happen.
I am not sure but this only applies to permanent location traders, the random encounter trader seem to start fresh, because you never meet the same trader twice? at least thats how I remember the random encounters...
The wizard in the ash tower seems to be the highest level merchant in the game. Found the best items there, including an item of +1 to all attributes. So if you plan to grind / sleep and recheck, might not want to steal from him. Or at least only steal the most expensive items.

It's good to not steal from one or more of the characters that buy stolen items too.
