I am aware. Let me clarify my question: Some items will say, "ENC -4,"[Written in Red] but some items will say, "ENC 4"[Written in Red]. What is the difference between negative ENC and Positive? And why are they both in Red?

Hard to say without seeing screenshots, but my guess is those two equipment have the same encumbrance value. perhaps the negative sign got cut off somehow.
To check if something is better just equip it. Then you can look at the encumbrance value in your inventory.
For body armor, the higher encumbrance your character has, the lower their dodge bonus will be. So if you have a leather armor with enc. 1 and equip a breast plate with an encumbrance of 2 your dodge bonus will go down by 1. (Unless you have the appropriate armor feats which can cancel out encumbrance).
