I hate level scaling too, but it doesn't have the kind of impact here that it has in more classic wtf-scaling examples.
All the reavers in the first city were lvl 10 except for a few at the end who had lower levels. I think I was also about lvl 10 when first entering the city. But I had a higher level for most of my stay there.

Max Level
Offset
Their level is bound between level and max level. Once they spawn, it calculates the actual level by adding offset to your level, and staying within these bounds.
Offset can be positive or negative.
