Can you open up the 'Display VR View' window for SteamVR to double check Phasmo is visible in there? Just in case there's some weirdness going on like it reading the game being played on Steam.
According to our wiki, you should have SteamVR set as the OpenXR runtime.

yeah in the Display VR View is Phasmo there and when i click it the clock doesnt work
In SteamVr is all right it work in all game that i have it works but only in phasmo it dont work
Sorry, do you mean you can see OVR Toolkit ('the clock'?) but you can't interact with it?
This 'shouldn't' make a difference, but, with Phasmo open, bring back up the OVR Toolkit Settings window on your desktop (May be minimized to tray, check the bottom right of your desktop for an OVR Toolkit icon)
On this window, go to Settings, then click reset UI position.
I know at the very least OVR Toolkit is visible in Phasmo on native SteamVR headsets. :)
Just to check, you set SteamVR as the OpenXR runtime like suggested? If you have not, this will be why it's not working. :)
Unfortunately with Oculus it's pretty easy for games to bypass SteamVR.
Be sure you're launching OVR Toolkit and Phasmo through the Steam desktop client, or, the SteamVR Home games list.
Using other applications or the SteamVR Dashboard will close other apps like you said.
You should have the same issue with both. We both rely on the game running through SteamVR as SteamVR is the only application providing an overlay extension for us to use. :o
Providing OVR Toolkit is working outside of Phasmo, it'll work in Phasmo when the game is running through SteamVR. Unless like stated, you're accidentally closing OVR Toolkit via the SteamVR Dashboard when launching another app. (Which you'll also run into with other overlay apps too)
