Oculus Runtime doesn't support third-party overlays I'm afraid, only SteamVR does at this time!
We finally got Open Composite, OpenXR, OXRToolkit, XRNecksafer to wmr. Games like DCS, IL2, the joy, but no virtual desktop.
Ive been looking like a nut for something similar, wmrs virtual desktop is horrible.

Looks like I didn't answer properly the first time, OpenXR doesn't support overlays at this time, only OpenVR does.
At this time, only SteamVR and PiMax Compositor (Sort of) can run OVR Toolkit. Oculus Runtime doesn't implement OpenVR so SteamVR is required.
When using SteamVR native headsets like Vive or Index performance is greatly improved! When using an Oculus headset unfortunately there's some double rendering as you need to render Oculus Compositor with OpenVR Compositor on top, and this is made even worse when in an OpenXR title as SteamVR seems to perform very poorly in OpenXR titles. :(
At this time, it's not possible to support OpenXR. They do have an experimental overlays extension, but right now this isn't implemented into SteamVR, Oculus Runtime, or any other compositors.
