Do you have a graphics tablet maybe? Some driver's for them prompt the on-screen keyboard to appear when you click on a text field using touchscreen input.
(OVR Toolkit simulates a touchscreen as it allows you to easily scroll by dragging up and down, or do gestures in Chrome to go back and forward pages, etc.)
Check out this post and give it a shot regardless. :)

I do actually have a graphics tablet. This might actually be the issue. I will check this stuff out and get back to you, thanks!
There is no "Show the touch keyboard when not in tablet mode and there's no keyboard attached"
or
"Show the touch keyboard when there's no keyboard attached"
Perfectttttt, Windows is playing settings roulette again I suppose!
Can you check which Windows version you're on? Right click Start menu > System > Windows specifications.
(It's likely 2004 or 20H2)
And yeah windows is always moving settings around I have never understood how this is advantageous to anyone. lol
Ahhh, maybe they have it different for 1909 to 2004, and then they changed it again for 20H2.
i'd highly suggest updating by the way otherwise you're missing support for a few new OVR Toolkit features such as Windows notifications and viewing the now playing title from everything outside of Spotify. The most recent update implemented this but as it's using Windows Runtime stuff I had to specify a min Windows version. 2004 was the base I picked to build this on, in theory that's the mid 2020 build. :)
(Updating to at least 2004 may fix some flickering issues in OVR Toolkit too)
No problem! I'm going to pretend I'm not aware that setting is some complete other place in 1909! It blew my mind that they've changed the location of a single setting once which each major version update. :)
