Hi there!
Are you not able to see your blue cursor from the VR controllers move around on this prompt? Or do you see the blue cursor move around but you can't click?
Pressing and holding Enter if you're using Simulator Mode (keyboard controls mode) will also continue the tutorial and shortly after finish it as it's not quite ready for keyboard mode yet!

I tried holding enter. It continues but never goes away as you've suggested. It stays there, waiting for me to look at my wrist so I do that and it continues with the tutorial, asking me to select a layout which I cannot do.
It sounds like you're using a Vive and OVR Toolkit picked the incorrect left/right controllers, be sure your controllers are to the left/right of your head when starting OVR Toolkit, or, try toggling edit mode from the wrist as this also resets which hand is left/right, you may need to click with the opposite trigger if this has happened!
This is a difficult issue to workaround as SteamVR and various games also mess up which controller is left/right initially in some cases. Back when I had a Vive VRChat used to do it also. :)
I'm also now getting a "OVR Toolkit action manifest not found" error. It points to a previous install location of OVR Toolkit. I've moved it back where it used to be and still getting that error.
I was having that error with OVR Advanced Settings, as well. Moving it back fixed that problem, but it's not fixing that error for OVR Toolkit. Uninstalling and reinstalling does not help the error.
Ohhh, right, then you're missing bindings. That makes sense, SteamVR does an extremely poor job at bindings, it's the reason I refuse to touch them again on my side, fear of breaking them.
Did you try verifying OVR Toolkit's files and ensuring there's no files at all left in the previous install directory? Steam does a poor job at removing things when you uninstall a game.
And I just noticed, Steam will not move the installation. OVR Toolkit pops up a command window informing me it's been uninstalled, which I assume is interrupting Steam's process of moving the application to another location. It doesn't move. Now I do have to manually uninstall and reinstall...
When you 'move' a game it runs the uninstall script, so does verifying. It just uninstalls the game and re-installs it somewhere else essentially. :)
It's easier to just move the files manually and have Steam detect it in the new folder honestly. A lot of the Steam client doesn't exactly work that well these days.
Now I can't install OVR Toolkit to the old library location; Steam just isn't giving me an option for where to install it despite having multiple library locations. Thanks, Steam.
The problem is that OVR Toolkit and OVR Advanced Settings run in the background, or, have a background process of some kind. Both run an uninstall script when being moved, it seems Steam handles this incorrectly.
I'd suggest just uninstalling both, ensuring their files are 'actually' gone from the install directories, then install them again. It's not like they're big programs to download!
For the bindings issue... SteamVR remembers where a programs 'actions.manifest' file is located, changing the install directory sometimes breaks this. I think if you do 'move' versus uninstall and install it's maybe keeping the old directory? If uninstall and re-install works let me know and I can try to report it to them!

OVR Toolkit really is the next best thing to Oculus Dash, which I miss so much but can't use with my Index HMD. So without OVR Toolkit, SteamVR is infinitely less usable. lol
So sorry for the confusion! Thanks for reporting back that you got it fixed though, I suppose it really is just the move feature that's broke. I'll try to reproduce that myself and contact someone on the SteamVR team about it if I can reproduce the issue. :)
I'm not sure uninstalling manually and reinstalling will help, either; I did that with OVR Advanced Settings, and nothing changed regarding the action manifest missing error.
I've already moved both back to their original libraries, so I can't check atm whether the move process left any stray files. I'll probably try again at some point, though, simply to have all my SteamVR stuff on my SSD.
