If you owned controllers, you could set it up with them then not need to use them though.
There is a planned feature for a 'Simulator Mode' that would allow for spawning/moving/editing windows with keyboard inputs, it's just not at the top of the list yet.

*I only use VR for Simulators, and didn't purchase controllers. FYI, I think there are a lot of us who did this.
I'm aware there's a lot of people like that. :)
Though I have controllers, I sometimes play simulators such as Assetto Corsa, or Euro Truck Simulator 2 that don't need them on hand, so keyboard controls would be really helpful.
I bought a Valve Index but without controllers.
When ca we except a configuration with mouse or keyboard (if it is planned) ?

I'd say it's a few weeks off yet!
I might see if I can push it ahead of some stuff and have it out by the end of the year. I guess that would be a good Christmas present for some users. :)
Out of curiosity, how would you thing is best to edit windows with no controllers?
W, A, S, D for lateral movement, and R and F for height was my original plans. (Q and E to rotate left and right, Z and X to rotate up and down)
I'd like to make menu interaction possible with a mixture of head gaze and a keyboard button to confirm the selection.
Any thoughts on what would work for you guys and your thoughts on that would be greatly appreciated!
Concerning the edition, we can either do it with keyboard only (as you suggested), or with the mouse, which may be more user friendly.
Maybe with the following commands:
* Hold left click > Lateral movement
* Wheel mouse > resize
* Right or middle click > rotate in all direction
And either a button or a keyboard shortcut to enter/leave edit mode
That sounds far more usable than what I was thinking about and far faster to use. :)

Another thing I noticed is that YT videos lag in OVR but pointing my mouse on the window with the controller makes the video fluent. But it’s annoying to point at the video all the time. Do I miss sth?
When watching videos/needing a window to update constantly, be sure to disable 'Eco mode' in the Window Settings!
This setting drastically improves performance in games, but reduces the frame rate of windows when you're not actively using them, this is fine for most applications like Discord, general browser usage, Spotify, etc. but obviously not useful when watching videos. :)
Keep 'Eco mode' enabled as much as possible for the best possible performance in games, only disable it for windows you plan to watch videos on.
Right now I have a WMR Odyssey, and I don't use the VR controller, I can do EVERYTHING with the gamepad and the mouse. Which is great for SimRacing ( iRacing ). Especally with a wireless Xbox gamepad. The gamepad is great because you can use the 2 analogue stick for windows orientation. That's how the windows WMR Portal use the gamepad, If you have access to it, it would be very instructive for you, to watch how WMR Portal is supporting the gamepad.

Currently I estimate it may be about a week off from a fully functional release, but it could be less, currently these features are implemented:
- Head gaze mouse control.
- Keyboard buttons for left and right click. (Might be controller bindable, W.I.P)
- New 'Simulator Mode' specific Edit Mode UI that appears in front of the HMD on open.
- Option to open and use the standing play Edit Mode UI for some more advanced settings.
- Basic window movement by keyboard keys. (Untested as some bugs are blocking this)
These features can't be used yet as an issue with UI input is blocking the beta release of them, but hopefully that shouldn't be long off! Feedback and help testing would be greatly appreciated! :)
