If your wheel does appear here then click on it then Properties then the "TEST" tab and check that all wheel buttons and peddles / axis work.
If now you open Automobilista 2 make sure you have your wheel selected as your preferred controller. If you can navigate the menus then your wheel should be working. If not, you might need to enter the configuration page for your wheel and possibly buttons also like pause, exit, camera view etc. If still not working then check your wheel with another driving game and again check that joy.cpl still sees your wheel.
If you are a G29 wheel user, you can also try to unplug then replug in your USB cable whilst the Logitech Gaming Software is open (plugging it into power is optional) then right click on the automobilista 2 profile, look for "Test profile" in the drop down menu. Here you can check what each button does and is recognised as pressed within your wheel software

I have never had this problem with AMS 2 however, it did used to happen to me with Assetto Corsa which my above explanation worked 100% getting my wheel working without having to restart my PC.
OP wheel and pedals are recognized by windows and working flawlessly in all other SEVEN games he has.
so, checking windows (your first part of troubleshooting) is unnecessary
the only thing i would suggest is to learn where his controller setting is in AMS2 docs folder, delete it and setting his wheel from the start.
you said you had issues in AC and your (g29) wheel. never had this, in kunos (and most developers AFAIK) games, the wheel settings file is a json (open for editing/saving manually) and not an encrypted file that can only be edited while in game, i've saved my preferred settings once and use that profile for years IN BOTH AC and ACC and im pretty sure i can use this same 7 years old settings.json in ACE too.
i would suggest to go in reiza forums, see how many users have problems with binding/calibrate their gear (no matter what brand and drivers used) and you will realise that there is something in AMS2 (i call it madness, pun indented) which makes this controller settings file to get corrupted from time to time without obvious reasons.
im not a frequent AMS2 driver (8 hours in steam, i had it since v 1.2 or something), yet i had to recalibrate/reassign my wheel and pedals 4 times (so far).
but i knew the process since my PC2 days, so i was prepared...
PS: FYI, reiza's AMS1 (a game that justifies the term "SIMULATOR" in his title, IMHO) never had any controller issues.
Make sure the 'combined' options is not used in AMS2 when you select your wheel and pedals version
now you know too.
learn to deal with it.
delete controller settings from docs folder and manual rebind and re-calibrate your wheel. again and again till you get it right.
and remember this for the future, you will need it.
FYI, in reiza forums there are people (reiza backers/paddock members and AMS2 "veterans" with ~2000 posts in reiza forums, not casual and new players who dont know how to set up their gear for AMS2) reporting they lose controls in MP sessions and need to restart to get them back
