That might be true for the performance rating, the bigger the player base the better the system can reflect your rating relative to all the other players, but the safety rating is different.
It is calculated based on contact, off-tracks, track limits violations and a few other things I certainly don't remember. If you constantly drive into people your rating will go backwards.
It was exactly the same in PC2, there was no incentive to improve your safety rating as most lobbies had little to no safety requirements. That's what a U100 or U10000 lobby means, it means you don't need a safety rating. Not sure if people are aware of this.
Well, motorsport is mostly a no contact sport. The safety rating reflects that, contact is heavily punished, it is the same in real life. Why? Because damage can have an impact on the performance of your car, damaged fenders can cause a puncture etc.etc.
