They was reset due for incoming update but the update was delayed.When the next update drops they will be back up

They were reset last update because of the physics and tyre model changes which made some cars slower, they remained off as there are still cars yet to have the physics updated, to avoid multiple resets they left TT mode off.
You could consider joining Facebook or discord time trial groups who currently use test day and screenshot for verifying results.
It's not perfect as it's not really world rankings but at least it gives you competitive time trials...

Haven't you worked it out yet, Rusty? They change one bit, the rest falls apart. THAT'S why they can't maintain a time trial ranking system. The game isn't able to maintain that level of consistency.
