i'm playing with 60-70 FPS but the game is in slow motion
This issue is really annoying. I can't see any fps drops but the game is playing in slow motion. This is not about pc specs, that is this game's issue. Because if it would related to pc performance it wouldn't effect my lap time. But despite similar lap time, there may even be an 18 seconds gap with my previous laps while playing in slow motion. Even after passing the starting line, there is a gap of 2 seconds. Although i have this problem mostly but not every time. If it related to my pc spec, it would be every time. Is there any solution? I'm sorry for my english.

Ive actually experienced this twice in VR since the Monza update. No idea what, why or how.

Open Task Manager / More Details / Performance and run it on a second monitor. It'll tell you where the bottleneck lies.

Posting your specs may help. For example, AMD GPU's have sometimes had issues with using the Madness Engine's implementation of Motion Blur (which I believe is enabled by default).

I'm using 1050Tİ GPU and I7 7700HQ CPU. I have loaded a video to explain better. Maybe it's not clear on this video, but you can notice the little slowdowns on the game. But i want you to look carefully the gap to fastest lap. The game is running slow motion but the race time continuing in real time. And that is causing an unreal gap. As seen in the upper left any FPS drop didn't happen on this video. This issue ruins my game , but the worse is i can't do anything in qualifying session. Because forming almost 9 second gap between ai despite similar lap time.

GPU Temperature was 75 celcius on this record.

Just to clarify, this didn't use to happen but now all of a sudden does happen?

No, this almost happened to me from the very beginning, but not always. Sometimes It happens very little even though I play for a long time, but sometimes it is happening more often and much worse than this video. Since I saw that the fps wasn't dropping, I'm starting to think the problem is with the game rather than my computer.

As a test, try this.....

In the Steam properties of AMS2, add the following to your start up parameters:

-fpscap 60

The reason for the test is that the Madness Engine can be a heavy load on laptops. Most laptops have thermal throttling in which they will slow down the CPU if it thinks it's getting too hot. This has been thing ever since Project CARS 1 & 2 hit the scene.

Limiting the frames will keep the CPU from working too hard. If this works, it should provide a consistent experience inside AMS2.

It is still possible the problem is elsewhere, but this should be an easy test to rule that out as the problem.

I have tested your advice last night. Result; it didn't work. I have used "-fpscap 40" for just to see if it is work, but the slow motion didn't disappear even at 40 fps despite 50-60% CPU&GPU usage and around 60 degrees celcius GPU temperature. You can see that at the video.

But i have tested something. I use the crew chief for this game. That's why "Shared Memory" is selected "Project Car 2" on the system settings. When i turned it off last night, the slow motion greatly decreased, but not completely diseppear. However after that, my lap time decreased 4-5 seconds despite similar race pace. That is a good thing.

Of course i don't accept this as a solution. Because the issue still didn't disappear completely despite there weren't any high temperature/ high usage problem at my GPU. Or any FPS drops didn't happen. Looks like i don't have any issue at my laptop, but i don't know what can i do. I think the Madness Engine is a problem at this point.

I said "yes" just now. But i have checked the setting right now and it is "off". If i need to give more details. When i capture the video, Shared Memory were Project Cars 2, UDP: OFF and UDP Prothocol Version: Project Cars 1. Later on i have turned the Shared Memory to NO from Project Cars 2.

The reason for asking is that some routers don't like UDP since it spams the local network broadcast IP. Some routers will see that as malicious traffic and send resets back to the PC for each one which can cause the PC to stutter to handle it even if you aren't playing online.

Remote troubleshooting is not easy. A few other things to check.

If you are using Nvidia drivers, don't use Geforce Experience with AMS2 (or any other Madness Engine title). It does some strange things to the XML file which can cause odd behavior with some systems.

Next, make sure you don't have some over aggressive background processes running. Some A/V programs and programs which track your game play time can suck a lot of resources or interfere with some titles.

Should i delete the GeForce Experience or is it enough to exit?

If GeForce Experience did "optimize" AMS2, you would need to do a few things. IIRC, inside GeForce Experience, you can tell it NOT to optimize specific game titles. You would need to make sure AMS2 is not optimized and then in the AMS2 Documents folder, you'll need to delete the graphics*.xml file to remove anything Geforce Experience may have done.

FWIW, I never install GeForce Experience as it used to really mess up PC1 and PC2.

BTW, does this happen if you drive a solo session (i.e. no AI cars)?
