Stutter on 7800X3D

Hi i got some issues with my game, it stutters alot after placing my Lines, in this example:

Large map 1:1 Low Towns, Low Industries.
Only got done with my Truck delivery lines.
No trucks send out yet.
Game paused from the start.

And the game is just taking forever to place stuff, between 10 and 20 sec for a busstop sometimes, took a screenshot of my joblist, settings and spec mid stutter.

Is there anything i can lower without the game looking like a potato?

Use FPS limiter instead of Vsync, it's prone to switch between refreshrate and nth (1/2, 1/4,...).
Your CPU is already at the games effective limit, I suspect mod issues.

Yeah the in-game Vsync was terrible for me, disabling it made a big difference.

Your CPU load seems very high for a fresh map. Are you running other stuff in background? This game is only single-thread.

Some mods can cause performance issues such as long lag when placing stations, tho the vanilla game isn't great for that either (especially when modifying large modular stations).
