If you want a single line to service both the cargo and passenger parts of the port then you will need to add the port to your order list twice, once clicking on the cargo icon and once clicking on the passenger icon. Your boat will also need to be capable of loading both and have separate compartments.
If you have a vehicle that can carry both, and want to process both in a single station or port, it will have to load and unload passengers first in a passenger platform, and then proceed to a cargo platform to do the same for cargo - or vice versa.
Hi, what do you mean by "nobody is actually using it"? If you've created a line and no passengers appear after a while, then make sure that it's actually connected at both ends to places where people want to go. Also make sure it isn't competing with another line that they prefer more (like a fast train).
