As pointed above, it is much easier just to plop multiple towns side by side. I recommend the Advanced Town Builder as opposed to the vanilla Town Plopper mod. This also makes it easier to plan things as well as easily make metro areas more morphologically interesting - i.e. not just roughly spherical small blobs of buildings.

To avoid issues due to large populations, use a population reducing mod such as the Population Factor mod, this will allow you to significantly stretch your playthrough.
You can also use ploppable assets, but that takes a lot of time.
