So, are the forests starting to produce / ship logs? That's where I'd start looking, right at the start of the chain to make sure there is a valid route between the "3 woods" and the"paper".
It might help if you post a couple of screenshots, or load your save game to the workshop. That would help in diagnosing the problem.
But to answer your question, complex supply chains are possible and should work.

I have seen one industry mod that adds fuel and lubricants (new product) as part of the chain to make goods.
Food is also more complex, with a prerequisite of paper/plastic to ship food in.
Real Industrial Chains mod does that. I'm currently trying both it and Industry Expanded at the same time. It's..., interesting.
