While it would be nice, it is very complex to implement, which is compounded by the sheer scale of the game - multiplayer would likely have to be limited to small maps, which incurs the risk of affecting the single player experience if not properly implemented - i.e. a la SC2013.
Plus, the developing team is small, and the time spent implementing it is better spent implementing other features.
Transport Fever 2 is a wonderful replacement for that
