Having said that 200 TGVs is enough (or thereabouts) . Are they parked in the depot , if so you pay reduced maintenance. As I recall , I had about 20 trains each of 10 TGVs put them on the line and stopped the first one after it poked it's nose out of the depot . You will pay full maintenance on those trains as if they were moving .
My speed reduction is set because I dont like it when the time runs so fast so I set it as default when I started my game and let it be. I did not try to get some "reduction".
EDIT: Bought 50 more TGV's and finally I got it. So 250 TGV'S did the job which is just crazy :)

The figures shown are an average of $100m a month which is half what is required. Just having one month where you have massive maintenance gets you the achievement but that is not organic growth and genuinely getting to $200m a month by fairly gradual growth and being profitable .
And? Achievement done, job done. It grows where it grows and how map allows it.
Then with tgv's in a depot, but after your tip about moving them and stopping the first train when it left, I got the achievement immediately.
