What I have found is that while it used to be better to download mods from steam without the game running, now it seems as though it's best to leave the game running (even on the home screen). I have also found that the inbuilt browser works better (for me), and that mods download from mod.io a whole lot better. You can login to mod.io with your steam credentials, so if the mods you're after are on there give that a try.
Failing all that, try a verify game files. This will usually get the mods downloaded.

Do take note Steam downloads may be paused if you start another game, or try to install a game or game update.
In general, as numbat said, it is best to subscribe to mods from the Steam Workshop while out of the game.
