Create the map and add in more industry.
Save.
Disable the two mods and carry on as normal.
Why would you want so many industries? Could affect performance later if you hook them all up.
This is because the amount that it maxes out at is SMALL industry density and will not cover every town. Medium back when I last played just barely did not cover every town. Sure it took some time to load the map but I never ran into performance problems with how I played, hooking up 127 industry's and 27 towns.

An example.
"Better placement" would only come from yourself and not the AI.
When maxed out the industries should be able to supply most of the towns [if not all].
If your towns grow too big you are [if not planned out properly from the start] going to get traffic problems and performance problems [when depending on your computer and map set-up].
You could add goods conglomerate mods to supply any towns not getting enough later.
