doesn't work when you add a station or depot directly to the main road, which is why i usually put a small bit of road down, and then place stations on those.
If you have a lot of traffic in an intersection, less or longer traffic light duration will not change things up - you need to remove that traffic instead. Add more public transit, and/or setup road/highway bypasses.
It is.
Road > Tools > Traffic Lights > click in any intersection of your choice to toggle lights on or off, including in intersections that normally do not have them by default.
That is correct, but if you draw a small section of road first, then the depot, then you have control over the traffic lights.

Traffic lights will appear in the Tools menu in 1950.
