Where is Sandbox Mode? And How to I turn OFF Industry requirements when creating a Map

Hi,
I cannot seem to get the Sandbox Mode to show in the main menu. Please help.

Also I want just passengers when creating a map but cannot turn off industry when creating a new town. Can anyone help please?

when you say industry, do you mean the factories or the industrial demand in cities?

Sandbox is a mod which comes with the game and you have to enable it in the mods section [middle right].
With the sandbox mode, you can delete all the industries and towns and replace/add new towns without industry [edit: using advanced town builder mod] if you like or just ignore the industry demand of the towns [nothing happens if you do].
You can use any map without sandbox too, just ignore the industries and city resource demands and concentrate on passengers. Simple.
Done it many times before myself.

can you remove industry from towns? won't that just mean citizens won't use trains to get to where they work as the entire map will be 100% unemployed? thus halving the passenger travel

Yes I think he will lose a lot of passengers if there are no commercial/industry buildings, so ignoring them will be fine/better, as they will travel to them then, but the town won't grow using this component, only from the others.

If you want to create towns without either/both industrial and/or commercial buildings, you can use this mod:

Please note that industrial jobs do supply jobs and commercial buildings supply shops, and people only move around to go to either, so you need a sizeable quantity of either/both to keep people moving around.

This mod does not require the Sandbox mod to be used, unlike the vanilla Town Plopper tool.
