Report a translation problem
With the sandbox mode, you can delete all the industries and towns and replace/add new towns without industry [edit: using advanced town builder mod] if you like or just ignore the industry demand of the towns [nothing happens if you do].
You can use any map without sandbox too, just ignore the industries and city resource demands and concentrate on passengers. Simple.

Please note that industrial jobs do supply jobs and commercial buildings supply shops, and people only move around to go to either, so you need a sizeable quantity of either/both to keep people moving around.
This mod does not require the Sandbox mod to be used, unlike the vanilla Town Plopper tool.
