Yes you can slow or pause the date speed to stay in any era you want as long as you want. (There's also sandbox mods to do whatever you want regardless of date.)

I have 400 hrs in RE1; 687 hrs in RE2; 2.6k hrs in TF1 and 4k hrs in TF2.
So I guess you know which one I like better!
RE2 was a bit of a disappointment for a lot of people [including me].
The only thing that RE 2 has going for it that you may want is AI competition, that honestly is not hard anyway.
It is also faster to "connect the dots" in Railway Empire 2, if all you want is a logistical economic game. For those that want a kiddish experience, you can sabotage your opponents, too, not that this is really a feature in a transportation game IMO.
There is no city management in either game, but you can design build cities in Transport Fever 2, especially with mods. You cannot do that in Railway Empire 2.
Transport Fever 1 is ok, but Transport Fever 2 does virtually everything the prequel does better. It is much harder to build cities in the first game too.

Well watch a few videos on each and decide.
But yes, Transport Fever 2 is miles ahead of Railway Empire 2 or 1.
Vanilla RE works ok, IF you are ok with the paupacity of maps - all but DLC-dependent - and little customization options in the first game, and next to none in the second.
Besides AI competitors, the other advantage either RE has are better scenarios/campaign, but most players play these kind of games for sandbox purposes, not for a campaign.
