It also depends on how powerful and fast your CPU is, I have a old cpu (i5-4690) and the game will slow down quickly if you have huge cities and transport lines everywhere. I wonder how far you could get with a high end CPU.
Map size doesn't effect it too much in my experience, I am currently playing on a Mega 1:5 map and there haven't been any slow downs yet. But I am going really light on town pop and the amount of lines, focusing only on freight.
But there's no mod to fix it. I guess it depends solely on what your hardware is capable of.

Population is a huge factor for CPU bogging. Size/complexity of the network too (number of segments/nodes).
There are mods that can definitely make things worse, for CPU and/or GPU load, so make sure you're not using those first. Anything that increases population or render distance. Also beware vehicle mods that are excessively large / poorly optimized (sometimes there will be comments on the mod about it).
Then you can try some mods to help improve performance like the one above, and I see this one recommended at lot as well:

Do note that network size also plays an equal role in performance, so you may have a map with a smaller population, but if the network - roads+transport lines - is huge, you also might have worse performance than a map with a bigger population but smaller network.
Slow downs occur because every person in game is tracked at all times, and the same occurs to cargo from the moment it is produced until it is dumped at its final destination.
