Thanks man...How can I set my monitor to 1440 ? How can I see what my GPU memory ingame is...Can I do that via the taskmanager ?
I see you have an NVidea GeForce, so figure out how to run the GeForce performance overlay (it's left-Alt-R on my machine) and see if you can figure out if it's a GPU or CPU bottleneck. Like Tusbame, I suspect it's CPU.
On the subject of FPS, I have never got fps numbers like that. The best I have ever got in my game is in the mid 30's, perhaps as high as 40 when I am in cab mode. Having said that, there is nothing wrong with the graphics performance and display on my machine, and there's no stuttering or any visual indication the frame rates are so slow.
There are some who would say that anything over 60 is irrelevant anyway. If it were me, I would start adjusting things so that you get somewhere around the 60fps and see how the game performs at that stage.
As to the 281 mods that you are running, it is very possible that one of those is causing your issues. I would also try a new map without any mods (or the smallest set possible for that map you are playing) and see how that goes. I have tried some mods in the past that have affected my peformance and so I try to limit them. I currently only run 62 mods.

In the game settings menu under Graphics you can set the display resolution. (Has to be done from the main menu, can't change it while a savegame is running.)
For performance monitoring to see GPU VRAM usage etc there are a few options. I use the nvidia GeForce overlay that @numbat mentioned (Alt-R). Windows has a built-in one with its game bar feature (Win-G). MSI was mentioned earlier, there's probably others.
Then go to the Performance tab.
For the GPU, the main thing to watch is dedicated GPU memory, something like x.x/8 GB, it should not be near full otherwise things will become laggy.
Do note that Task Manager stats usage are for the whole computer, so if you have other things running in the background, they will also add to the overall usage as well.
A dedicated application like MSI Afterburner can differentiate between overall usage and usage for some stats like RAM and vRAM.
I checked everything you said...I don't know if it's dedicated memory, but my processor says it uses 17-20% of 3.26 GHz, My RAM memory uses 14,1 GB of 64 GB (dedicated is 22 GB I guess), and my GPU (NVidia) uses 3% of 3D, dedicated 6,4 GB of 8 GB.
I hope I checked it via the right way, and that you see what I said here ;)
Your 3% does not sound right at all, especially with the fps that you're reporting.

By now this station is connected to ten tracks in both directions and the 50 trains and 20 or so trucks now run smooth...I still get to 70-80 fps sometimes.

A few trains passing by without lag or stutter...
So I guess all of the other things I did via that website and along with the performance mod it worked out pretty well...I am still going to look to some other options if it starts again, but so far I wish to thank everybody for their help so far.
Though at 6.4 GB vRAM of 8, on a decent GPU, there should have still be some room before stuttering is very noticeable.
Still, glad you fixed the issue.
You should have tested by starting a new completely vanilla map, no mods whatsoever.
Then add mods ONE AT A TIME. Try and test. If the game still runs well, save and load with one more mod enabled. Repeat.
You would have found the offending mod much much quicker.
