I kind of wish we could simply TELL vehicles what to pick up, so we could make this type of intermediary route. Instead of the truck or train being all cargo, or multi cargo types, we could say this is specifically for TOOLS and the tool factory would supply those if they're being fed properly.

Right, but I meant even if the destination doesn't REQUIRE the goods marked. I tried to ship FOOD to a train station for onward transport to a city that required FOOD, but because the City the train station was in didn't demand it, none could be loaded or unloaded no matter how many times I picked FOOD Load/Unload in the line manager. :(
