Of course, the most obvious and glaring exceptions are the line and vehicle managers, which are somewhat problematically placed. (also the line info window can't be for some reason?)
The budget, vehicle, line, and I Think the station windows can be.
Pretty much everything (except, once again, the line and vehicle managers, for Some Reason <_<) can be moved around, too. Including the ones that can't be resized.
That said, if you don't move or pin the line/station/vehicle window when it shows up on the right hand edge of the screen, if you bring up a new one it will Replace the current one rather than showing up somewhere else or displacing it.
(fortunately, moving a window also pins it.)
To move a window, just click and drag anywhere it doesn't have a button.
To resize it, hover your mouse over the edge, where it will turn into a diagonal arrow. click and drag to resize.
Admittedly, this is on a per window basis, and while the budget panel seems to remember that you resized it (sometimes, at least) nothing else does, but still, it's there.
you might missed the a point actually how the windows are bad designed , not rescaling of the window
