Yes. The game was working smoothly for the past few months with mods, but it now it will only load when there are no mods - which is useless
After trying everything else I resorted to re-installing Steam.
Game then re-stared without the 'internal error' message. On loading an existing save-game I noticed that all non-Steam mods where missing. (Un-installing Steam had deleted all my non-Steam mods and my save games, which I had recover from my windows backup.) I then recovered the non Steam mods folder from my backup, Error message returned!
I then cleared the non Steam mods folder of all the existing mods. Game then runs OK. Re down-loaded the only mod that was essential to my games (Power stations). Success, game perfectly!
