If ever implemented, weather and day/night cycle should certainly be optional, as it is in Cities Skylines.
Unfortunately, no. The closest you will get is using terrain changing mods - there was a snow terrain mod in TpF 1, not sure if a similar one was ever implemented in TpF 2. There are also snow paint brushes you can use to simulate snow in the ground.
I don't really experience a lot of lag, so perhaps like another person commented, it could be an option available in settings. If your system lags, then you could turn it off.
TF2 would benefit hugely in terms of realism imo
