Try that. I have posted it some time ago.

I have found something what maybe can help some of you to increase FPS in the game. It looks that game has bug with V-sync / FreeSync etc.
It is working with my Radeon RX6700XT and monitor Dell S2721DGF using AMD FreeSync Premium Pro, but possible that it will work also with Nvidia G-Sync.
1. It is working on Vulkan and Open GL (Open GL is a bit smoother in my opinion it gives 10-20% of FPS more). So if your monitor using sync technology - make AMD FreeSync and Nvidia G-Sync on. It must be ON otherwise game is limiting FPS.
I don't know why but when sync technology is OFF, my game even on starting new map with completly no lines and no transport shows 40FPS in the city and max 58FPS on water (Vulkan), and 55 FPS city, 83 FPS water (OpenGL).
When I make FreeSync ON - it runs like hell. In cities growing up to 105FPS, and water till 165FPS (as monitor has 165Hz limit).
2. I have also found something what helps game only in Open GL, when I will not start FreeSync Premium Pro.
In Radeon graphic drivers make option tripple buffering OpenGL - on. Limited FPS also disappearing... and game flying to 165FPS.

My monitor in Windows is set for 165HZ, so no option that limit appeared because monitor is somewhere set for 60Hz...
I can't explain it - in my opinion it is a bug. But please try it and let us know here if it is working on your computer.

Last thing is performance of Vulkan and Open GL.
Open GL runs smoother in my opinion. In hard places sometimes 15-20% of FPS more.
But Open GL has bug too. Please look at the green fields near Farms. White blades appears. When zooming in or out the white blades are moving - appearing in different places. There is nothing like this blade problem on Vulkan.

This is not a 100 FPS game, nor for any other sandbox game on the scale of this game, such as Cities Skylines. 40-50 FPS is perfectly normal in this game.

Also, there are some issues with AMD and drivers that has affected the OpenGL implementation in this game.

Ingame FPS varies greatly depending on the number of assets that have to be displayed in the screen and resolution. 4k will perform worse than 1080, and zoomed out views will have lower FPS due to more assets being displayed on screen.
