I'd be more inclined to look at the fuel refinery, firstly to see if the 'production' value is higher than 'shipment', meaning it is indeed receiving enough oil to produce things at a higher rate than the shipping requirement, and then the 'consumers' tab to see how much it shows demanded by this (or other) towns. Then compare this to how much the town requires, and re-check the destination drop off to make sure it is the fuel buildings in range.
Also are you using any mods as they may be affecting something? If not then it would be worth uploading a save.
Send the train back to the depot to refresh the script and then create a new line for it (refinery to fuel plant) to be sure.
I usually also place a truck stop in the middle of the com/ind district and make sure it covers everyone.
