Fuel refinery won't put out (enough)
I've searched other posts on supply/demand issues and learned a lot, but this one I haven't been able to solve.

I have a fuel oil refinery serving a nearby city. It is producing and shipping fuel oil, and trucks are taking them to town. But it's constantly under-filling demand. The city wants much more fuel oil, and the refinery could make it--it has extra oil stored on site--but it won't.

I've checked everything I can think of. The truck stop in town is close enough to every building that wants the fuel oil. There are plenty of empty trucks waiting to transport it. And obviously the line is working, cause some is getting shipped, but it's much less than the demand.

For what it's worth, oil (not fuel oil) is going to this refinery and one other location (a plastic factory). That factory has more than it needs, but I don't think it's relevant anyway, as there's extra oil stored on site at the fuel oil refinery, it's just not all getting used.

Any ideas?

My guess would be that the fuel refinery has not leveled up yet so its production is limited to 100 until it levels up. If shipment/production/transport remain high enough for long enough it will upgrade after a while.

That's a good guess, but I should have mentioned that the current production is well under the limit of 100.

Maybe your fuel plant does not actually receive enough oil. I noticed that the oil refinery needs 2 crude oil suppliers in order to produce enough refined oil and level up relatively quickly. Sending oil to both fuel and plastic facilities before leveling up the refinery might not be a good idea. Try to temporarily disable the route to the plastic factory and see what happens.

It did have oil stored on site, it was just using it extremely slowly. But I tried what you suggested, and cut off the oil supply to the plastic factory so that the fuel oil refinery is the only consumer. So what happened when the train came by with 84 units of oil? Dropped off just 4 or 5, and continued on--even though there is no other consumer for it. Meanwhile the town at the end of the supply chain has unfilled demand. Baffling.

Usually if it isn't unloading all the goods, then the issue would be an unintended connection causing the produce to go elsewhere on the map - but if you've just cut out a destination then that could be the lower demand feeding back into the line so it doesn't drop much off.

I'd be more inclined to look at the fuel refinery, firstly to see if the 'production' value is higher than 'shipment', meaning it is indeed receiving enough oil to produce things at a higher rate than the shipping requirement, and then the 'consumers' tab to see how much it shows demanded by this (or other) towns. Then compare this to how much the town requires, and re-check the destination drop off to make sure it is the fuel buildings in range.

Also are you using any mods as they may be affecting something? If not then it would be worth uploading a save.

Send the train back to the depot to refresh the script and then create a new line for it (refinery to fuel plant) to be sure.
I usually also place a truck stop in the middle of the com/ind district and make sure it covers everyone.

Well, the refinery eventually started processing the stored and incoming oil and shipping it out. I don't know what changed, it must have had something to do cutting off the other consumer and then reconnecting it. Nothing else had changed, and eventually things went back to normal.
