Delete town without deleting roads

Is there any way to delete a town without destroying all the roads?

No. However, if you delete a town you can then place roads how you want. When you put a new town there it will build around the roads you have placed.

You could try to claim road ownership and then delete the town but I am not sure if that works

You need to demolish every single building associated with the city. To speed the process, you can demolish small sections of roads to isolate remaining buildings from other roads that have no buildings on them. Once the majority of the road network is free of buildings and isolated from the roads that do have buildings, you should be able to delete the remaining buildings leftover from the town with minimal loss of roads.
