Report a translation problem
There are 3 grey/blue bars on the main tab. If any are grey it won't level, but when they each hit the line on the right they go blue. Once the plant levels, it will increase demand, which will level the quarry (same process as above applies) and enables higher production.
Road lanes are at 100% transport but sea lane is at 53%. I could increase it by adding another ship but profits will suffer as there will be no stone to transport from A -> B, it will just be Transporting from B -> A
It's hard to be 100% without seeing it all but sounds like bricks could be piling up at the dock and possibly being wasted if too many are stored.
Once you're above the rate needed then it just takes a bit of time to catch up (the transport % isn't updated until a delivery is made).
Always remember the factory decides where to ship goods, so when you add an alternative it could alter your existing line demand, and you may need to wait for the factory to level before you can supply multiple cities 100%.
EDIT: Sounds like you've got it solved. If the sea route is running full (even just one way) then it should make a profit, but yes, if partially empty then it could be a minor loss. Ship rates can be hard to balance due to their large capacity.
