4+ lane roads are there for regular traffic capacity, not necessarily to support your company's traffic.
and you can use both lanes but it's tricky.

Like I said, regular traffic. Especially if said road has both a bit of car traffic as well as your own bus or tram routes, as you may not want buses and trams blocking all the car traffic on a stop on a 2 lane road. 4 lane roads allow cars to overtake your vehicles in said stops.
The game have not overpassing, due to the game use a fix path system instead of a dynamic path system. So you have to work around it.
