Then there's all the different meanings of all the different whistles (crossings, arriving at station, leaving station, etc.) Between all the different engines, situations, there's literally thousands of Whistle Board combos. If you want realism YOU are gonna have to set each whistle board so it blows the correct whistle. Sounds like micro-management hell to me.
I'm sure it's not beyond the wit of man to use the same trigger system but apply it to a generic board with a " W " sign on it .
That was my reasoning.
Anyway, if it's a function of the depot, that tells the train 'hey, play your whistle sound!', that's comparatively easy, sure.
If it's a function of the Train going 'hey, I'm leaving a depot, better whistle!' then... you'd have to alter every single locomotive in the game, and every modded one as well, to make it work.
I agree. A whistle board should be relatively easy to create for the developers. The real question is where does it fit in the list of things to do.

It dosn't have to be complicated, a simple short burst.(1 sec. or even less)
All the vanilla trains whistle, most modded trains have whistles the board just has to be a trigger.
As for the boards, there could be two types, active ones for those who like "Camptown Races" and inactive for those who don't.
Too many would be overwhelming, I agree, but common sense in placement would enable a balance.
Wistle board could be interesting for ships also. Imagine the drawing bridge mod, and ship with wistle board (buoy) giving signal passing by.
Anyway, manual wistle is must have for (still hope) multiplayer. Imagine two players, each on his train meet on track. What are they going to do ? :=)
