manual install mod folder

i found some mods in 3rd party mod hubs and so i have to install them manually,
where is it located? there is a mod folder if i browse local game file from steam library but the readme file says its only for built-in mods which includes campaign mode contents and i think im not supposed to put mods in there.

wheres it then? ive read the game manual and it doesnt says the proper location

The place for manually installed mods is in the "mods" folder in the userdata directory.
