Unfortunately it currently not possible to set this as default for every new vehicle so you have to do it manually. Luckily you can select many at the same time in the vehicle manager.
The problem is that if you set maintenance to very high then the costs are going to be very high too, that can (and usually does for me ) mean a line losing money instead of making money. I leave road vehicles on very high (they still make money) but everything else I have to switch back and forth between normal and very high.
The only thing that maintenance affect gameplay is emissions. The performance is the still the same even if it look rusty. That's pure visuals.
Pretty sure operating costs also raise quite steeply as vehicle ages.
Not to be picky, but it is the condition of the vehicle that affects emissions, not the age as such. Keep that very old vehicle in very good condition and it will have the same emissions as it was brand new.

What this mod does, it removes the gameplay element of maintenance. That people use it is an indication that the mini-game of emissions is just a nuisance that adds little to the game.
And this is because it makes no sense.
Badly maintained vehicles should perhaps have their power gradually decreased, making them run slower up-hill.
(By the way: I am NOT asking for vehicles to break down or come to a standstill. This would create a logistical nightmare. Even the oldest vehicles whose power is entirely gone should still move at some minimum speed, such as the 20 km/h (12 mph) speed limit that governs trains leaving the depot for instance.)
Vehicle age should make maintenance more expensive. Even the most meticulously maintained vehicle will still eventually cost so much in maintenance it makes economic sense to replace it.
And, of course, there should be a gameplay setting to turn off emissions entirely from the game. When you use this game to simulate a model railroad, for instance, emissions play no role.
