Another possibility is that the cement wagon mod that you picked up has wagons that only become available after a certain point in time, or perhaps up until a certain point in time. A way to check this would be to start a game in 2000 with the "vehicles never expire" and the cement wagon mods active, build a train depot, and look for the wagons in that depot to see when they become available; another way to do this would be to substitute sandbox for vehicles never expire and set the game-date to various points to see when the cement wagons are available.
Looking at the DDC Cement Factory mod's workshop page, the cement wagon mod that it provides a link to indicates that the cement wagon that the mod provides only becomes available in 1964, so I would guess that your issue is that you're not far enough along in the game for the wagon to become available.
