People fashion/dress stuck in the past

It is just me or the people's fashion/dress hasn't change since 1850?? The time is 1980s with modern vehicle and trains, but the people inside it seems stuck in cowboy fashion. any ideas?

update: turns out if i start a new game from modern times (1980 - present) the people's style/fashion also in modern times. but if i start in 1850, now already 1980, style isn't change much. is it a bug?

I haven't gone through the eras yet on my main save so can't comment on that particular issue, but overall there are certainly things out of place for their time, the main one that I notice is nice modern hand pallet jacks decorating locations in 1850.

here's my game screenshot, it seems people have mixed style between 1850s, 1930s, and 1960s. i found only 1 or 2 guys with the modern style though.

Just a random idea, maybe people get their style set when created, so only new people from population growth in a given era will have the appropriate dress? It would be a kinda derpy way to do things, but maybe could account for a mishmash of dress styles.

Also noticed this. Start in 1850 and noticed whilst in 1980's had ladies in 1850's and 1920's dresses.
