It literally just runs the PC version of everything. it's only ever a question of how nicely a given game designed for windows cooperates with Proton.
you'll probably want to dock it so you can use a mouse and keyboard setup properly though.
it's supposed to be good enough to run medium settings for most games.
Of course, TF requires some serious hardware power to run its simulation, and that's not something you're going to get with the Deck... so it might not be the smoothest experience. Might be better off sticking to small/medium maps.
Do not even think of mods on consoles. Steam Deck you might be able to use a few, but the experience will be nowhere as good as on a PC, especially given how large many of the mods are.
