Have you specifically set things like color to use NVIDIA seeting in NVIDIA Control Panel and not system settings?
NO, can you tell what you think to do?
I play ANNO 1800 in 4K and have not problem with FPS. TF1 no problem too. I dot know, why TF2 not run fast....
1. Open NVIDIA Control Panel (Right Click on Desktop .. open NVIDIA Control Panel)
2. Look on the left .. there are 2 sections i adjust:
a. Under Display .. Change Resolution
In number 2 .. make sure you have the resolution and refresh rate you want to use for your desktop.
b. In number 3 .. Make sure you are using 'Use NVIDIA Color Settings' (Pick whatever you want .. i use 32-bt, 8pbc, RGB, Full)
3. Also under display .. Adjust Desktop color settings
a. In number 2 .. Check Use NVIDIA Settings (I accepted the default, you can adjust the color if you want)
4. Under the Video Settings (3rd heading on the left):
a. Under the title: Adjust Color Settings: Make sure to set "How do you make color adjustments" to "With NVIDIA Settings"
b. Under the "Adjust video Image settings" on the left: make sure to (in number 2):
Apply these settings to my video content:
Edge Enhancement: Use NVIDIA Setting
Noise Reduction: Use NVIDIA Setting
Deinterlacing: Check the "Use inverse Telecine"

Edit the file:
C:\Program Files (x86)\Steam\userdata\<your user id>\1066780\local\settings.lua
(or wherever your steam install dir is)
Look for :
vsync = true
Change it to:
vsync = false
That setting will make your card go full out .. set back to vsync=true if the card overheats.

Next item .. GeForce Experience
1. Open the NVIDIA GeForce Experience program .. go to drivers and make sure you have the latest NVIDIA Drivers
2. Go to "Home", select "Transport Fever 2", select Optimize
This is the only thing that can actualy have an influence on performance in your list.
Does any of this actually make any impact? Other than making things look a bit brighter and sharper overall (not just in game).
Is it meant to take off CPU load or something? I can't really see how.
