No I get that, but if there's nowhere for them to be delivered to (as in, buildings requiring them in the city are not in the drop-off catchment area) then they won't be produced, instead just discarded after using your resources.
What does it show on the tools factory window for "Shipment"
This field usually shows the demand for the goods being produced, if it doesn't match the demand you expect (from cities) then its a catchment area issue or wrong vehicles at the end of the chain.
The boxcar is supposed to carry tools. That is what I'm using.

Sorry. It's no big deal. I'll just start a new game and ignore tool making. I just play to waste time anyway.
Right and the station in the city is not delivering the tools to the consumers in the city.
Now build a Truck cargo station near to the station and another in the centre of the catchment area for cargo. Upgrade both to hold enough of the cargo when it arrives. Set up a truck line with enough trucks to deliver the tools.
As soon as you've done that, the tools factory will start chugging out tools ;)
I have not had to do this with any other cargo. With all others, my cargo stations that are within the catchment areas they receive whatever goods they require.
A cargo truck delivery from the station to the consumers is guaranteed and is easy to modify the line as the city grows to ensure all demands are met.
