Report a translation problem
I had a similar issue with a machines factory that wouldn't produce. It turned out I had placed a train depot next to the machine factory road, but because it was a terminus the train depot buildings were on the end of the track and while logically you would expect it being right next to the factory to have been in the catchment of the factory, the road didn't automatically connect to the train depot, thus the factory was not connected to the train depot. Almost impossible to spot the issue, but sure enough someone helped me find the issue and correct it. After connecting the road output began immediately.

I also encountered something similar last night, where I was setting up multi-stop shipping lines, and for some reason the steel factory wasn't loading steel into the ships. I this case, I was shipping steel to a products factory, but hadn't yet added trucks to deliver the steel from the dock to the products factory. As soon as I added the truck line the steel at the steel factory began showing up on the dock, and loaded on the next ship.
So the moral of the story is: you have to have not only supply to a factory, but a consumer. And the line has to be fully in tact. So look for a break in this delivery system somewhere, as hidden as it may be.
* personal thought its, if I supply a factory, it should produce, regardless of demand, but likely there is some "supply/demand" logic that requires it to function they way they have made it.
its easy if you click on your station the factory must be highlighted, then all is ok.

Edit: My maps for both occurence when i cannot deliver the tool is always tropical. I havent tried the Dry and Temperate maps. It all started in 1850 and in Medium difficulty setting. It all Very Large.
bulldozing and rebuilding what? the road, the train station, tracks, the whole area? i'm having this issue as well where the train station that supposed to take steel from the steel mill to the city is not picking up the steel, when i click on the train station the factory is highlighted, the road connection is showing as good, ive destroyed and rebuilt the road between the factory and train to try and fix this, the arrows are all good, the iron and coal which go into the same cargo station get delivered to the factory no problem, i ended up having to build a truck depot right next to the factory to horse and buggy it.
nvm, apparently where i had origanoly set up teh street connection on the city end, when i closed and reopened the game it deleted the connection from teh station to teh street, now every time i close and reopen the game i have to delete and redo the street, yayyyy
