Stating something and being right are different things.
It is clear from the information you've provided that the plastic is no longer supplying.
Likely due to a breakdown in either the plastic station point.. is oil being transfered? to the chemical plant? what trucks do you have between plastic and goods? You don't need demand for goods to get the line fully working, but you do need to make sure the station is highlighting the factory.
However, given the screenshots, I'd bet you have a train that is too long.. and it cannot get into or out of a station effectively. So it's just going back n forth.. between 2 of the 3 stops.
Also check your signals.. it could be the plastic train cannot get in to collect or maybe the plastic train has wrong setup? Also check the load/unload % in case they've changed, possibly a glitch/bug/accident.
It could also be that you haven't let the line run for long enough.. before jumping to false conclusions and that the line is working fine.
Yes, you have a line to Moreton-in-Marsh Exchange intended to deliver plastics, but there's no screenshots of Moreton-in-Marsh Exchange's station catchment area, just Cheadle's.
